On March 29, 2019, the Canada Media Fund (CMF) announced changes\nto its guidelines for 2019-2020.<\/p>\n\n\n\n

Xn Quebec took part in the consultation process conducted by the\nCMF in autumn 2018 and is pleased that some of the changes reflect its recommendations.<\/strong><\/p>\n\n\n\n

Experimental Stream: Innovation Program and Commercial\nProjects Program (C2P)<\/strong><\/p>\n\n\n\n

Among the new measures of particular interest to us are the new\nConceptualization Program, the increase in the maximum contribution, and the\nmerging of the Marketing and Promotion stage with Production-stage funding in C2P\nand the Innovation Program.<\/p>\n\n\n\n

The Conceptualization Program is designed for eligible applicants\nto create and test a proof of concept, verify design ideas or conceptual\nhypothesis or demonstrate a functionality prior to the prototyping phase and\nlater stages. Funding requests are accepted on a first-come-first-served basis,\nand eligible projects include web applications, mobile applications, and software\napplications relating to the Canadian cultural sector as well as video games\nand interactive projects featuring audiovisual content.<\/p>\n\n\n\n

The CMF\u2019s maximum contribution for this new Conceptualization Program\nis $1.5 million. The CMF will also increase the maximum contribution for\nProduction-stage funding in both the Innovation Program and C2P to $1.5 million.<\/p>\n\n\n\n

In addition, the Marketing and Promotion stage is merging with Production-stage\nfunding to create a single application process. Applicants are required to\ndevote a baseline percentage of eligible expenses to marketing and promotion\nactivities.<\/p>\n\n\n\n

The CMF puts forward a new definition of innovation as it\napplies to Innovation Program eligibility. This new definition [1] aims to diversify project\neligibility and provide applicants with greater flexibility.<\/p>\n\n\n\n

It is our understanding, based on the information made\navailable, that the budget for the Experimental Stream will rise by $5.7 million (from $42.6 million to $48.4 million). While this is positive news, the increase is not as\nsignificant as Xn Quebec had hoped for during the consultation process.<\/p>\n\n\n\n

Convergent Stream: addition of Canadian online platforms as\ntriggers and emphasis on promotion, marketing, and discoverability for the\ntelevision component<\/strong><\/p>\n\n\n\n

From now on, all platforms that meet the CMF\u2019s definition for\n\u201cCanadian broadcaster\u201d may trigger funding. In addition to CRTC-authorized\ntelevision broadcasters and VOD services, online services held, controlled, and\noperated by Canadian programming services or broadcasting distribution services\npay trigger funding.<\/p>\n\n\n\n

Another interesting change is that the digital media component\nin the Convergent Stream may be an audio project, for example, podcasts,\naudiobooks, and applications for smart speakers.<\/p>\n\n\n\n

Also, the CMF has added the notion of promotional interactive\nproject to the aforementioned definition [2], which it characterizes as follows: \u201cPromotion, marketing, and\ndiscoverability activities and applications using digital and social media\naimed at locating, leveraging or building audiences.\u201d<\/p>\n\n\n\n

Xn Quebec is in agreement with the assertion that in the current\ncontext discoverability and promotion are increasingly key success factors for\nlinear content. We hope, however, that projects in the digital media component\nassociated with these activities will not become prevalent, thereby limiting\nfunding for \u201cvalue-added\u201d and \u201crich and substantial\u201d projects, which was the factor\nthe CMF previously used to evaluate projects (and which has been replaced by\nthe over-the-top television (OTT) first-run licences factor).<\/p>\n\n\n\n
